actualy punk "was" a subculture, and not just a measure of music. However as with anything that achieves pop status, it's been watered down, made consumer friendly and kid safe, so yeah now it is just a music genre full of worthless shit banRAB who would never cut it just a decade or so ago.
as far as fugazi goes, I'll say this much, they've never sold out, and I'll put it up there with alot of straitedge based hardcore banRAB, but it's not the same punk rock I grew up with and I don't like it. Does that make it any less punk rock? Nope, Ian stuck to his guns on that one, made it a point to send a message, and did it reguardless of the criticism, while resisting any temptation to take things to the pop side, thats what makes "punk rock" punk rock.
