Any Ideas for my sisters surprise 18th bday party while on a church girls braigade Camp?

My sisters 18th birthday is coming up on August 5th and me and my parents and the leader of our church girls brigade want to do something special at our annual summer camp at beaumanor hall but we can't think of anything and we need ideas as we need to start planning it. her birthday's is on a wednesday this year which is the day the parents come up and see their daughters so when my parents come we are gonna give her a big surprise only we do not know what sort of surprise we should do. any ideas would be welcome as we need to make sure my sister doesn't find out about it. we already have decided on getting her a birthday cake with a picture of Chubs on it ( she was a chubby baby lol that was her nickname) and a little message;. please give me as many ideas as you can but we have a budget of around 100 to 150 pounds so please nothing over that price

You might want to consider getting all the family and friends there, in addition to a over the top b-day party.I'm assuming everyone can hide in a lodge or whatever is over there at the camp. B-day cake, music, games, presents, nice card, balloons, streamers, ect.

make small messages (like fortune cookie sized) on paper telling her how much you love her.

Put the messages in baloons.

Blow up the baloons and try to fill a room.

She has to pop the baloons to get the message.
