they're Gondors' signals. and they are maintained by Gondors' army much like real smoke signal systems are in real life (ei classic great wall of china) we know that because the first one that's set off is near Minas Tirith. i thiiiink it's main purpose was to signal Rohan, a sovereign human kingdom, and the rest of the kindom of Gondor of an attack by Mordor.

they are stationed there just like how the US stations troops in far off places for long periods of time.

and it wouldn't be like just one guy. there would probably be a few dozen at each signal. try checking the map to see the scale. in the real world you'd need one every half mile or so and i'm pretty sure middle earth isn't to big. maybe 1000 miles x 1000 miles at most and Gondor only takes up a small portion of that. they would also have little towns of craftsmen every few miles to help support them like the roman Hadrians' wall and theyd have brothels and other forms of entertainment and what not

if you knew a bit about history that's a pretty obvious answer but yeah in the real world they wouldn't be on top of Everest sized mountains either

I n the movie you see the beacons being lit by men who apparently live on or near the mountaintop. Anyone have any knowledge of Tolkien ever wrote anything about who they were. Sounds like a rough job to live in the clouds on a snow peaked mountain, waiting for a signal..
