In my country, the customs authorities burn and destroy all the confiscated smuggled cigarettes which are not duty paid. It is worth Millions which just like that become ashes. Just because the cigarettes are not duty paid it is destroyed. Is it not revenue worth millions for the customs department to return to the original cigarette manufacturers by selling to back to them for refund?
