He pointed her in the direction of Frederica Bimmel, the first victim killed (but the third victim found) by indicating that Jame Gumb covets - and what do we covet? That which we see every day. Which allowed her to work out that Gumb lived in Belvedere, Ohio. That's why Starling went back to the Bimmel household and saw the rents in the dressmaking equipment and realised Gumb was making himself a dress out of womens' skin, and what then made her turn up at Gumb's house where Frederica's old boss used to live, and why Jack Crawford and the rest of the FBI ended up in Chicago at an empty house. So yes, he did help her find him.
The whole Hester Mofet/Yor Self Storage section was to show that he knew who the killer was - not necessarily telling Starling who the killer was. Once she realised that he did know who the killer was, that's when she started telling him about her past, and he started feeding her clues as to who Buffalo Bill was. He told her to return to Belvedere, he told her to check for failed sex-change requests.
