Another Toyota defect announced today: leaky oil hose. Why no recall?

This latest in a rash of recent Toyota defects will affect almost one million vehicles in the U.S. alone: Camry, Rav 4, Avalon and Lexus models with a V6 engine. The oil leak could cause engine damage. For some reason, Toyota has not issued a recall, but will replace the faulty hose in the next three years.
 
They may well issue a recall, but I believe at this time, it's being treated as a "technical service bulletin." Recalls are issued on the basis of safety. The fact that it may cause engine damage is not considered "safety," in the same way that a runaway car would be.

Note, I'm not endorsing what Toyota is doing, they should just recall all of them and get it over with, but the bureaucratic rules dictate, at this point, that they don't have to.
