Seems under the US Constitution, Clinton-appointed judge Susan Bolton has no authority or jurisdiction in the matter of the State of Arizona, but by having Holder request an opinion from here, who are both under the executive branch, Obama has bypassed the Seperation of Powers and US Constitution, again. Clearly, is a state is one party in a suit, the case is up to the US Supreme Court to decide, with the idea that unlike a subordionate of the executive branch, the Supreme Court will be impartial. see this excellent article by a recognized scholar:
