Suspect Tasered 'Numerous Times,' Dies
A Windsor Mill man who allegedly attacked a state trooper during a traffic stop in Baltmore County died after he was tasered.
State Police say a trooper pulled a pickup truck over that had been reported as driving recklessly on Interstate 795 near the Beltway.
The driver allegedly rolled down his window and began yelling and punching the trooper...who used pepper spray.
That's when the man jumped out of the truck, threatened to kill the trooper.
The man, identified as Carol Johnson...fought with other officers who arrived.
One used a taser several times. Johnson went into cardiac arrest, was rushed to Northwest Hospital, and died.
One state police trooper also was taken to the hospital for treatment of injuries.

TFC D. Parker was investigating an aggressive driver/car crash on Interstate 795 near the Baltimore Beltway. Prior to the collision, three separate citizen complaints were received through 911 dispatches advising the reckless operation of a 2004 Toyota Tundra pick-up truck. The vehicle was observed speeding and passing on the shoulder.
When Trooper Parker arrived on scene, he noticed a black male occupant seated in the drivers seat of the above mentioned Toyota truck. The driver would not respond to Tpr. Parker’s verbal commands and refused to roll down his window. He also was attempting to accelerate away from the crash scene. When the driver finally complied with rolling his window down, he yelled profanities at Tpr. Parker and struck him in the face, arm, and chest with his closed fist. Tpr. Parker responded by deploying O.C. spray into the cab spraying himself and the suspect. After the spray was deployed, the suspect exited the vehicle and threatened to “kill” all police on the scene. Trp. Parker was being assisted by several Baltimore County PD officers and Tpr. James, of the Maryland State Police. The suspect assaulted several officers and could not be restrained by any open hand techniques, muscling techniques, strikes, or pressure point control. At this point, Baltimore County PD utilized the tazer numerous times in order to get the suspect to the ground and secured in handcuffs.
The suspect was identified as Carl D’Andre Johnson B/M-DOB: 12/27/61, of 8703 Windsor Mill Road, Windsor Mill, Maryland 21244 by his Maryland Driver’s License. Baltimore County medics were on scene when Mr. Johnson went into cardiac arrest, as a result of being tazered by the Baltimore County PD, and immediate medical attention was giving. Mr. Johnson was transported to Northwest Hospital by ambulance were he later died due to his injuries. Tpr. Parker was also transported to Northwest Hospital where he is being x-rayed for minor injuries to his wrist and arm. It is expected that he will be released. Baltimore County PD Precinct 4, BCPD Homicide, and BCPD IAU will be handling all investigations.
