Anime sound effect question

For years I've heard a sound effect in various anime, oftentimes in shows like Pokemon. Whenever someone in erabarrassed or unhappy, sometimes this sound effect plays that sounRAB sort of like a "waaahh" noise, kind of like a baby crying or something. Does this sound effect have a name?
 
Wush! Slam! Bam! Wam!....

I also hear the same Sound effects in One Piece that sound alike from Dragonball. But, they were made by the same animation studio.
