Animation question

Why don't any cartoons today use the Dry Brush effect (smearing) for rapid movement? The technique was commonly used during the Golden Age and was used until the mid 1990's. Is there a reason why animators don't use it anymore?
 
It might be because most cartoons are done digitally now, and it's pretty complicated to achieve such an effect digitally, compared to how simple it was on cels. That's just my guess though..
