Angel fish being aggressive towards angel fish?

I've had these two angel fish since I started my tank (about a month and a half ago)

The golden veil is growing faster than the other one, and it's started chasing the smaller one, and biting his fins. It just started doing this a couple days ago. I also have 6 black neon tetras in the tank and he leaves them alone. Should I get rid of the bigger angel? Or is he not really endangering the smaller one?
 
I breed angelfish and angels do best in pairs ,true pairs, that is they have paired off themselves. In you situation the bigger one will kill the smaller one it is just a matter of time.The best way to buy angelfish is buy 6 small ones less than 2 inches in height and let them grow up and pair off, any that don't pair off remove them .When I let mine grow up like this I rarely have any problem even after the angels are quite large.
