Alright, it seems the issue is directly related to the internet browser not being provisioned correctly on the RIM server. For this reason you will recieve the previously stated error because your browser options do not have the ability to select the standard internet browser, therefore when Opera requests it to go download a file it can't find or access it.
The solution:
Calling T-Mobile tech support. When the automated voice system asks you what the issue is, just say "Blackberry" and it will transfer you right to PDA. Just tell them your not able to select the internet broswer from the options > advanced options > broswer menu and make sure you have the data plan. If you don't have a data plan you won't be able to get the broswer anyway. The rep should be able to provision you on the RIM server rather quickly. When they do go back in to the broswer options and select the internet broswer instead of t-zones or the wi-fi browser. All your OTA downloads should work then.
Hope this helps anyone else in the future with the issue.
