An environment to stop pet shop puppies sale - Do U think it's gonna work?

Ok, I need to design an environment for an uni project. This is a project about getting people to be aware of puppy mills and to not buy dogs from pet shops. I have to design the interior and services etc. and this is my idea:

What will be in the center (environment):

(1) about 3 counters (consulting or sale)
I'm going to have an advice center where people can come and tell me what breed they are looking for and I will be able to find a good breeder for them and arrange a sale. (Also help with adoption.)

(2) Outdoor (grass environment)
Where the breeder with the dog and buyer meet, sitting down and have a cup of coffee and chat.

(3) about 3 Interactive screen for adults
Display information or stories on puppy mills issue/ how, where to choose a right dog.

(4) 'Children corner' + interactive screen
A more fun, educational way to make children understand where they should get a pup (will not show horrible pics) and flash games.

I have read stuff about puppy mills but I don't know it all, so if there anything wrong, please correct me or if you think the idea is crap, please tell me and please give me some suggestion (if you have an idea).

It has to be three things- convenient, fast, and cheap.

People who buy from pet stores don't really care about where the dog comes from- if they did they wouldn't even be in the store! At this point, most people KNOW about puppy mills but they kid themselves into thinking that their dog didn't come from one.

You will need a LOT of funding. This type of project won't make you any money so you will have to rely entirely on donations... perhaps breeders would give you a small sum for referring buyers to you, but it's unlikely. You won't be able to get a loan to do this either, since it's not going to turn a profit.

You definitely won't get any federal funding, because this isn't a charity.

Also expect to see lawsuits from petstores and puppy mills if you directly implicate any certain petstore.

You'd have to advertise a LOT because the type of people who buy from a pet store aren't going to do any research at all on their own.

Basically, you'd need to be rich,lucky, and have a ton of free time for this to work.
 
The idea is great. The only thing wrong I see in the idea is that genuine "good breeders" will not be able to supply the demand. They already can't, that's why puppy mills are flourishing. If they have too many customers, greed will lead them to turn themselves to puppy mills, if they don't already have one themselves hidden somewhere to be able to pose as "good breeders". Yet your solution makes sense because I have no better solution to counter the puppy mill business. A sensible thing to do is to get a dog from a local shelter. But that would defeat your purpose.
