1. When electors vote, what is the penalty in Washington State if one of the electors switches to the other party last minute?

2.Washington State has 9 house of representatives. So lets say there is a tragedy, and the population in Washington State goes down to the point when they should really have 6 house of representatives. During elections for president, what happens to the Washington State electoral votes? Are there still 9, or 6, or a different amount of electoral votes?

If anyone could answer this that would be great! Thanks! :D
 
1 I'm not positive, but believe it is a fine and disqualification

2 Article 2 Section 1 of the constitution sets the electoral college

Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.

So 6 House reps + 2 Senators (Each state always has 2 Senators) would lower the electoral vote to 8
