AMD phenom II x4 965 black edition running at 800 mhz?

i just built my new omputer and i notice that my cpu speed is 800 rather than the stock speed of 3.2 ghz. i checked to see if i had the amd cool and quiet system but i don't and its been constant like this forever even when playing games(Cpuz to check) can someone please help me? its annoying
