Am I still disqualified from financial aid?

I tried out college about 3 years back, and finished with a whopping 0 GPA after 3 semesters (1.5yr). I have a ton of withdrawals on my transcript, as well as 3 F's from not withdrawing in time. I had a lot of issues then, as well as not having my priorities straight, but have since then straightened things out. I was getting gov't grants at the time as my mom didn't make much money then, and since I did absolutely horribly in school, I was disqualified from the financial aid program.

I now have my priorities straightened out, and realize just how much it sucks to not be going to school. I've considered an 18 month or so program for Computer Networking, but would ultimately prefer to get my Bachelor's in Computer Information Systems. My biggest issue in either of these money. I work a part-time [temporary ><] job for minimum wage, barely making ends meet to pay for my car insurance, leaving no room to save efficiently for school. I'm having a hell of a time finding any decently ($10-12/hr) paying full time jobs (or any jobs in general for that matter), so I can pay for schooling myself, so I'm looking into student loans.

Before I go through the process of a general loan, would I still be disqualified from getting financial aid from a college as my transcript looks, rather is, as bad as it is? I have moved in with my father, whom makes more money than my mother, but is providing for 5 children that live with him (including me), child support for another child, and a wife, therefore slowly losing more money than he's bringing in. My brother is in an 18 month program for Culinary Arts that he had to take a loan out on, since [according to him] my dad makes too much money for him to be eligible for a grant. I would also be going to a different school than I was originally in.
