Am filling a pond, in my garden....?

I cut down a shrub, and so far have put the vegetation, and some hardcore in the hole, my plan is to put in some ballast, then sand, then a membrane then shibgle - do you think this will work, should I remove the vegetation, or leave it to rot down?
 
Remove the vegetation. It will rot down, take less space, and cause sinking in the ground above.
