Strictly speaking, no. The closest you could get (legally) would be firmware updates. If it's changing the menu layouts you want, this can be done via modding the phone. The functions and features, however, would remain the same. T be honest, there's not much that a new OS could change on a phone when you think about it - as there's usually not a load of areas that need improving on them (unlike a PC).
