all the lights in inside of my car flash when one of the doors is open.....?

I have a 1995 jaguar vanden plas and when the right rear door is open all the lights on the inside of the car flash like a Strobe light. there's a clicking noise coming from next to the fuse box but not in it. it looks like it might be a blue square box (one in by on inch) that the noise is coming from. any tips? thanks
i checked fuse box all fuses are good.
