All Purpose Medication For Betta Fish?

Is there an all purpose medication for sick fishes, because I don't know whats wrong my my little betta... It has little black colour on the END of its tail and little black holes on its body. And it blows big bubbles out of its gills, and it just sits at the top of the tank... I was recommended Hikari Betta Revive... But not sure if i should buy it...
 
Your best bet would be to do frequent partial water changes. The amount depends on what size his tank or bowl is and if it's filtered. Taking care of the water will allow the fish to take care of itself health wise, and you generally won't need to use any medications.

Other things to consider doing if you don't already, make sure he's in preferably at least a 5 gallon tank, with a filter, and a heater. At the very least, a 2 gallon tank should be used. A heater is a must as well. Bettas need temps around 78°F. Any cooler then that and they start slowing down, acting lethargic, not eating, losing color, and eventually they'll die.

That BettaMax or BettaFix whatever it's called, is just a version of MelaFix. It's really only good for torn fins caused by injuries/fighting.
 
There's no single medicine that can be used to treat everything. There are so many things that cause illnesses - gram positive and gram negative bacteria, fungus, parasites, viruses, and even environmental problems that there are specific medicines that are needed to target the different pathogens to treat them. And things like BettaFix, MelaFix, and PimaFix are better as something to prevent a problem or treat a mild case of a disease, because there are the equivalent of herbal supplements, they aren't a medicine that will treat a serious condition.

From the sounds of what you're describing, your fish has fin rot, if the tail is flaking off at the end, or high ammonia if the color is just dark and splitting from the end toward the base. The best cure for both of these is regular [weekly] water changes of 25% if he's in a heated tank. If he's in a bowl, you'll need to do 100% water changes every 2-3 days and find a way to keep his water temperature around 76-80 degrees F. Adding a half teaspoon of aquarium salt per gallon will also help, and is about as good of an All-Purpose Medicine as you'll find. If the regular water changes don't help, or you're already doing the changes as I've described, you might need to add an antibiotic if this is fin rot. Maracyn 2 is a good 1 to get for this.

The black color on the edges of his tail are where his fins are growing. Not sure about the holes on his body, but you may be describing his lateral line. It is a pressure sensing organ that fish have. Hanging out at the surface and blowing bubbles are fairly normal Beta behaviors since they breath air at the surface. They have a special organ called the labyrinth in their heads that lets them breath air since in their wild habitat they live in very shallow, stagnant water. Betas are pretty calm fish when kept alone, he may be fine.
