All 28" bikes have the same height to the saddle?

I mean, the 28" tells the diameter of the wheel right?
But what about the total height to the saddle -the one that counts the same of you inseam-, is it bigger with a 28" than with a, say, 26" tire?
What types of bikes take 26", 27", 28" or 29" tires?
Thanx for clarifying these doubts guys!
 
Each brand/model can have their own specification to suit the variety of end-users

However, the saddle heights are adjustable as well
