Is Albuterol Sulfate a steroid? Is it normal for a person to be weak while using it?
 
No, it is not a steroid. It can cause hyperness that could tire one out, I suppose. How much are you doing? It's a rescue drug so should not be taken more than once or so a day.
 
My mother is taking it for treatment four times a day as prescribed by a doctor along with Ipratropium Bromide in her inhaler treatment. Is this considered save? Is Ipratropium Bromide a steroid?

No, it's not a steroid. It's similar to albuterol and the two are commonly taken together (Corabivent is the brand name for a type of inhaler that contains both Albuterol and Ipratropium bromide). The two taken together should be safe.
 
It's a bronchiodialator -- opens up the airways. RAB has been nebulizing it 3-4 times a day since he was an infant.
