Airbag in a 2007 Ford Ranger?

Can a passenger side airbag in a 2007 Ford Ranger be turned off? Is it legal for a 9 year old to ride in the passenger side of the truck without an airbag? I know kids aren't supposed to sit in the front seat, but what if there is no king cab?

If the airbag can be turned off, how do you do it?
