Air intake 2001 dodge dakota?

While looking under the hood of my 2001 dodge dakota 3.9L v-6, I noticed on the passenger side of the engine, a small shaft that was sucking in air on the engine. Is there supposed to be some air tube hooked up or filter? I noticed right below it some mice or something made a tiny nest right below this intake and worried that some of these particles could get inside my engine? What is this part and is their a diagram anywhere that could explain it more? Thanks
