AIM 7.1 wont let me join or create a buddy chat. What do I do?

OKAY I have AIM 7.1 and it's not letting me do anything but regular chat, I cant send buddy chats nor join, every time I try it, it says that it has timed out or something. Is there any hope?
im using nothing but AIM because its the only thing im allowed to download so...pleased dont suggest something i have to download
