..as regards 'lower experience and service' - still apply once we get even close to that demanded 50% representation of women at the top?

How many will fall under the axe of 'wrongful promotion' due to lesser experience and proven service - provided, of course, the avenues exist to even challenge AA/EEO 'decisions' like that?
