Aggressive 2 year old in day camp?

I am a day camp counselor with 7 adorable 1 1/2 - 2 year olds, and all was nice and boring until a new kid joined (she will be 2 next month). Now it is much more lively - she constantly goes over to the other kids and pulls their hair, hits or pushes them, for no reason! I could be sitting on the floor playing only with her while my assistant is playing with the other 6 kids, and then she'll go to the other side of the room, hit someone, and when I say her name in a reprimanding tone she says and makes nice to them... She is not wild at all, just not content playing with toys as much as the other kids and needs to be DOING something... But how much can I play pat-a-cake and ring around the rosy?!?! I'm determined to keep her in camp for 2 more weeks cuz I feel bad for the mother. When we go swimming, she takes off her bathing suit and swim diaper goes in the pool for a minute and then stands by the gate calling for her mother for the rest of the time we are out there. Any advice???
 
I understand you are trying to work, but this little one is only two years old its is hard to formally discipline at that age because they have little concept of bad behaviour. Perhaps something is happening at home which is stressing her out, or maybe being away from mummy is what is stressing her.
 
Could be a bit of seperation anxiety from being away from mom or new surroundings. I would try speaking with mom first - since she knows child best and see what activities she does to "harness" the excitable little one - then try to incorporate that into your play days at camp. Also - if the pool is not working see if mom can pick her up early before pool time so that it isn't disruptive to the other children and you
