Advice on doggy aggression? Nature or nurture?

Hi, my friend, like me, has a black Labrador who is 10 months and becoming a problem. He runs away, won't do as he's told, pulls on the lead and recently attacked a Rottweiler who needed stitches. This seems so untypical! My friend is thinking of getting rid of him which would be a shame. I would want to take him if it is just a matter of environment. My dog is very placid and well behaved. He's a similar age.

My friend has an anxiety disorder which makes her quite agitated at times. Could this be why the dog is easily upset and why he runs home when taken off the lead?

He does not get more than 2 30 minute walks a day and not at the same times. I find my dog does get quite agitated and pesty when he does not have his two long walks morning and evening.

She is not consistent with training but does her best to control him while out. He behaves better for my husband who does not let him pull.

He has not been neutered as my dog has but my dog was not ever aggressive before that. Could it make that much difference?

What I'm asking is if we take him on,give him a calm environment, have him neutered, give him a routine, more exercise and enforce rules is he likely to respond and become easier to handle? Or could it be we have just been lucky our dog has a placid nature and desire to please? Could my friends dog just have a different personality which is harder to handle?
