Adobe Photoshop CS4: about duplicating layers?

Hello guys,

Let's say I have a psd file of a logo, but it's too small. Maybe it's about 4 inch. I want to make a bigger one, let's say 10 inch.

What if I just 'Duplicate the Layers' and then pasted it into a NEW blank psd file that is 10 inch big. And then I enlarged the 4 inch layers/shape to a 10 inch one using Transform>Scale.

Would the image quality decrease if I use this method?

I've read somewhere that there are two types of images: vector and rasterized (I could be wrong though). If I'm not wrong, if I increase an image in one of the two types to a larger one, the image would decrease. But on the other type, it would be ok to enlarge it to any size I want. I'm not really sure about this though.
