Adobe Photoshop CS3 Blur Tool?

Okay, well I'm a complete Noob when it comes to photoshop. I've been trying to get a blurred image, but when I use the blur tool, it doesn't seem to work. I click and drag, change the size of the brush, and yet, nothing seems to show any results. Help for the noob?
 
Make sure you select the layer you want to edit first before trying to perform the blur tool. Sounds like a simple thing but when I was first a nood, I made this mistake.
 
thats happened to me a few times..
one of the problems was the opacity was on 0%
and i couldnt figure out the other but i also quitted the program and then reopened it :)
