Adobe flash player will not download?

Whenever I try to watch a youtube video, it says You either need to download the latest Adobe Flash Player, or you have JavaScript turned off.

I made sure that JavaScript was enabled, it still didn't work.
I used the Flash player removal tool to remove it, then re-download it and it still won't work. I've tried it many times.

What can I do?
 
I will assume that you have tried to uninstall flash player from the control panel and then restart the pc, thats a good thing to do after uninstalling, then reinstall flash player?
