AC/Heat in toyota corrola always on even when its off?

The AC/Heat in my car is always blowing? I turned everything to off and it still slightly blows. I can feel it change temp when I turn it from cool to hot and it changes even though its OFF. What could be causing this? I just had an inspection a month ago and everything was fine. The car is 07
