a weird genital problem?

My 18 year old brother approached me and told me he has a genital problem. according to him there are somethings like warts (but very small) on his penis and asked me if I know what that might be. here is a brief description of he told me after I looked some things up in the internet and asked him some questions:
- has has had the problem for quite some time, about 3-4 years.
- he has never had sexual intercourse
- he has been masturbating regularly from before those little things appeared
- the warts became more over time but very very slowly over time
- the warts do not hurt or anything. they are just very small unusual parts on the penis but they cover the head.

I looked these up in the internet but could not really find anything that matches these symptoms for my bro who is a virgin! he has been hiding this problem for quite some time so I think I gotta advice him what to do. I would appreciate if you can share your knowledge with me so we can solve this problem. here are my questions:

1- What kind of doctor should we go to first? can we go to a regular doctor?
2- Considering my bro is a virgin, what do you think this problem be?
3- Considering the fact that he has had this problem for quite a while, do you think this might be a serious thing?


the first question is the most important one. as you might guess my bro is shy so he don't like to talk to many people about it. I think it is very important that we go see a doctor soon. but might a regular doctor help? actually he asked me if it is ok to show the penis to a regular doctor (rather than a specialist), and made me wonder. if we wait for a specialist that might take a while...

PS: I don't think if that is HPV. genital warts hurts but my bro doesn't have any pain problem in these years. the duration of the problem doesn't fit neither.
and no, my bro has never had ANY sexual contact of any sort. (as far as he is telling, but i am sure that is the truth)
 
Could be something he could've picked up from a public toilet? But I don't think they are symptoms of herpes or whatever. I think your best bet is to have him see the doctor (he'll have to anyway) and get some advice there. They can take a proper look at it.
