A riddle: 3 Red hats, 2 blue hats---?

So 3 people are sat down at a table, numbered 1, 2, and 3. In this riddle, we are assuming that everyone is equally smart.

Each person then receives a hat on their head.
There are 5 hats.
3 red hats, and 2 blue hats.

Everyone closes their eyes, and Person #1 opens their eyes and looks at the two other people wearing hats. They say out loud that they cannot determine what color hat they have one.

Number two opens their eyes and looks at the two other hats. They also cannot figure out what color hat they have on.

Number three doesn't even open their eyes, and they guess correctly using logic.

How is this possible? (there is an answer)
You guys fail to understand- he doesn't even open his eyes, how could he determin that the other two, for example, have blue hats? They could have two red hats too!
 
first person would shout red if he sees 2 blue. if red n blue or red n red, he couldnt solve it

so if first stays silent and if third is wearing blue then second would know he's wearing red.

if first and second stay silent, then third could safely shout that he's wearing red.
