A Neighbor Cat found in my garden and i'm not familiar with cats.?

I found this cat i fed it milk and tuna its outside my door, obviously its some1s cate bcuz it has a bell with its name on it but for the time being, shes rubbing herself against me and against everything at the door, and she seems to move with her back hunchs up and tail moving... what does that mean? and how can i make her feel used to me not scared?
and she was rubbing herself against my legs then all the sudden she bite me but it wasnt hard it was really light ! unless i jumped quickly so she didnt have the chance to hurt me...what does this mean? is it like shes telling me to go away?
