A medical emergency question that I was asked on a test and am not sure how I should...

...have answered it? I was asked this question on a test and didn't answer it correctly and want to know how it should have been answered.

You and a friend are ice fishing. Nearby there is a river that flows into the lake causing the ice to be thin. A short time later you hear a 4 wheeler and then a big crack. When you look out your fish house you see two people have fallen through the ice. What would you do?
 
My first action would be to phone for assistance (I assume you have your cell with you). Next I would try to provide aid ... perhaps throw a rope or lay brush etc that would distribute my weight more evenly and perhaps be able to reach them. You mentioned you were with friends, perhaps a human rope. If there was a row boat near I would choose that as a first line of rescue. If no way is seen to SAFELY try to assist I would wait for the professionals. If by chance you are able to get them from the water I would immediate begin to treat for hypothermia (blankets, fire, warm fluids etc) This might not be the correct answer, but as a retired RN it would be my actions.
