A matter of culture or a lack of tact?

The boy my sister has been dating is German and he sometimes acts "weird" with us.
e.g. We were home last night and my mother (who asks us not to wear shoes inside the house but slippers) Said to him that she had knitted some slippers specially for him and he said "OH OK BUT I DON'T WANT THEM" and we were like Okay (akward moment)...

Is this just because of his culture or a lack of tact (or perhaps even manners)??

ps. i feel confused because I've lived in London and I never found people (including other german ppl) who were THAT different to my welcoming culture
 
At least he was honest, how would you feel if someone imposed on you to change or do something different, either feel threaten or insulted. I know it is your house, and like to keep it orderly or clean. Does he still wear shoes in the house or bare feet now? Do you have to wear slippers in the house? From reading it seems like you have something against German people. You say your welcoming, and that could be true, but other people might not. So what happens if it is his culture, what are you going to do?
