A high weight, low rep but increased set workout would do what?

I know that a higher rep volume with lower weight increases endurance and lean muscle whereas a higher weight and lower rep (5-10) workout promotes muscle mass and strength gains... but what would a higher weight and lower rep workout do if you increased the sets by allowing yourself more recovery time as the movements got harder?

say starting out with a 30 second recovery time after 7 reps then using 1 minute after 3 sets then using 2 minutes after 6 sets?
