Why Fear the Dark?

I don't konw a lot about the different versions of the Flash program, but I'd like to get one. All I would really like, is a version where I can at least control how opaque/transparent the colouring goes, and be able to draw/work on different layers; it doesn't need to have all the bells and whistles, though the more I could get at a reasonable price, the better.
My main requirement is that it's not too pricey! Can anyone recommend to me a good version of Flash to get, and possibly tell me how to go about getting it?
