A filthy garden with rubbish is attracting all kinds of pests.?

amongst the weeds, thorns, tin cans, fridges and dog mess there is some rats. Residents reports to the local authority are not getting anything done. It has been on-going for two years now, and it is an eyesore and disgrace to clean households. The house is privately owned. What further steps can be done as we are being fobbed off with action, that is just not getting done.

have u complained to the owner of the house. set traps out to get the rats, then u won't need to worry about the rats unless they don't get caught. casue if there in ur gardens too and if u have a child it it goes for it and traps it the rat might go for ur child.
 
Get every resident together, write a letter of complaint to the house owner and get everyone to sign it, warn the owner that if no action is taken in a month, collectivly you will deal with the problem yourselfs.
When the month is up, get everyone together with gloves on etc and go round and sort out the problem yourselves, follow this up with another letter to the house owner that if it gets in the same state again you will all forcably evict them.........it takes determination but you will sucseed.
