a doctor in houston/conroe area who will perscribe pain relievers to 23 year old?

I am 23 years old , husband and father, but when i was 18 i was dumb and was riding my motorcycle and crashed it doing about 60mph. i went to the ER and they checked me out and i was fine, well now 5 years later my back hurts 24/7 most of the time i can ignore the pain but about 2 times a week it becomes Server and painful that bothers me incredibly. my dr told me i have a large vertebrae were i landed and it most likely has arthritis. he wants me go to chiropractor but they aren't even real medical dr's. i just need something for the pain when it flairs up, not all the time but all the dr's i have talked to they can't prescribe pain medicine until i am 25 years old........ so what you can't have pain unless you are 25 years old....... anyway i wanna know a dr or an office in Conroe / north houston area that doesn't have this stupid stipulation. I work offshore and have insurance so i don't see the issue here
