99 jeep Cherokee sport running issues?

It starts fine but after driving if you try to start again within 2 hours or so it doesn't want to turn over. If I hold my foot on the gas she will eventually kick over. It idles fine but if I give it gas it will hesitate for a second and then finally go. When I take my foot off the gas the rpms drop then climb again to around 1200 and stay there about 3 seconds. Then they will drop and normalize. Tried plugs, wires, cap, rotor, air filter, gas treatment... Any help would be gladly accepted. Thanks
