99 Ford crown victoria check engine light?

i got the check engine light last night and went to autozone in the morning to get it checked out and the told me the connection to get the engine code had no power. does anyone know if there is a fuse that needs to be replaced or how to get it working?
i dont know if it is important but it is an old police car with 89k miles
 
to be honest,i don't really know all about that car (i'm british)
police use them and taxis right?,
why not ask a friendly taxi driver or pop down to your local police and ask what mechanic they use,then you could get the problem sorted out?police usually use in house mechanics
don't you have a manual
