99 dodge caravan electrical problem?

Hi I have a 99 dodge caravan and when i turn the igniton on the relays under the dash go crazy and all the light flicker off and on and it will not start. last week while driving the engine quit and i had no power not even the hazard light would work. I checked the battery and the positive post was so hot that it burnt me. does anyone know what the problem might be....
 
You have a direct electrical short to ground from one of the battery cables. Check the cables as they run below the battery and near the starter. Good luck.
