98 Toyota Camry passenger door will open from the inside but will open from the outside?

I have a 98 Camry and the passenger door will not open from the inside but it will open from the outside. I have taken the door panel off and everything is attached and working correctly as far as I can see.
it is the passenger front door... will that have a child safety switch????
