I have a '98 Toyota Camry and sometimes the heat works fine but oher times it comes out cool even after its been warmed up for a long time. Does anyone know what the problem is?

Sounds like a vent door is not getting opened somewhere, does it do this in all modes? Direct Air, Re Circulated Air? Try different vent modes and listen for the motor opening and closing them, if you hear nothing try making sure that the cool air comes out of different vent when you choose the vent modes. If vents are working fine check for a blockage to your blower.

A very inexpensive fix would be your thermostat is on its way out. I've had several Toyotas and when this started to happen on them, a few weeks later my thermostat blew. It is a $20 part and takes 20 minutes to fix. Watch your tachometer & listen to your engine. If it sounds as if it is having a hard time shifting gears when cold (and even when it SHOULD be warm) then replacing the therm. can't really hurt!! :) And heck, if it fixes your heat for $20 bucks, who can beat that!
