98 linchon town car wiper moters work but wiper is not working.?

Stripped spins on the wiper motor, I would pull the control arms and look at the spins on the wiper motor and see how they look, also look at the control arms as well and see how they look inside.
 
when i put the wiper thing on high then it work Pretty slow, so wiper mooter is good but it doesn't work right. what can be the problems.
