98 honda prelude with roughly 130,000 miles on it?

i bought this 98 prelude pretty recently and just the other day i noticed that it is having a small build up of soot above the tail pipe... is this a big problem ? what do i need to do to repair this ? please give me some good information.. thanks

car is running rich get the mixture tested , could actually be another car spraying soot over yours happens with trucks that park next to you
