98 Honda Civic Right Side Signals Flashing Faster Then Normal?

Both the right front and right rear turn indicators bulbs flash faster then normal. Neither bulb is burned out. I thought it would be a malfunctioning bulb, but when I put on the hazard indicator as a test, all 4 bulbs flash at the normal rate which would lead me to believe it's not a bulb issue. I'm confused. What else could be the problem?
 
Could be an internal short circuit inside a bulb. Try replacing the bulbs. Bulbs can light up and still be defective. Has this car been in an accident? If so, suspect a pinched and short circuited wire.
 
Have you checked the bulb number for the turn signal if you have replaced the bulb.Make sure the number is the right number for the bulb.And check all others also for the right number.It should then flash at the same time as the other are doing.
