98 Honda cbr600 will not cut on like its missing battery?

You won't get power to the other side of the relay until the start button is pressed.
Does the neutral light come on?
If not - pull in the clutch lever.
 
i have a 1998 honda cbr600 F3.Rode it the other day came home cut it off,went to leave again and it would not cut on like the battery is dead but its not.I think its my starter relay the plug on top of the relay was burnt up alittle bit so i replaced it and im waiting on the relay.i have power to the battery side of the relay but not the other side when key is on or off.Just wondering if anyone think once i replace the relay it will work if not what would be next? thanks
